On his first day as the County Assessor, it was clear to Eddie that the office was structurally and operationally not at the professional level for long-term sustainability. Immediately, he identified a new Chief Deputy Assessor to be his business partner.
Together, they work to transform the organization into a high-performance team providing the highest quality of services while adopting best-in-class, private sector corporate business practices to improve operational efficiencies at the lowest cost to taxpayers.
Since taking over as your County Assessor, Eddie has:
Saved nearly $6 million over multiple fiscal years through the implementation of zero-based, priority-based budgeting practices
Ended an unnecessary renters’ fee that had been in place since 2008
Created and implemented the Maricopa County Assessor’s first 5-Year Strategic Business Plan
After 10 years in the making, implemented the AA-GAMA (formerly known as MARS) mission critical software platform that runs our business
In 2020, the Assessor’s Office won the National Association of Counties “Achievement Award” for a business efficiency improvement by using “Lean Six Sigma” private sector practices in government
In 2023, the Assessor’s Office was named one of Arizona’s Top Workplaces by AZCentral
Implemented a public educational video series to help property owners understand Prop117’s impact to FCV/LPV, Notice of Value, Appeals, Property Value Increases, Personal Exemptions, Senior Valuation Protection, Mobile Homes, Legal Class Verifications, and Deeds
Successfully championed legislation and voter initiative to reform/correct property tax laws and statutes
SB1266: Allows County Assessors to accept electronic affidavits for tax exemptions
SB1267: Prohibits recalculating LPV due to legal class change alone
HB2064: Allows County Assessors to accept VA Disability Award Letters
Prop 130: Reinstates personal exemptions for disabled veterans who meet income and valuation requirements
Eddie is delivering results as your County Assessor just like he did while serving on the Gilbert Town Council.

Reducing the property tax rates multiple times over nine years
Eliminating four business tax categories to help small business thrive
Protecting First and Second amendment rights
During his 9+ years on the Town Council, Gilbert provided an exceptional level of customer service to the public at the lowest cost to the taxpayer.
